Therefore, this obligation is being introduced as a measure to address the issue of owner-unknown land.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Simplification and Rationalization of Application Procedures, and Introduction of Ex-Officio Registration System\n<ul class=\"wp-block-list\">\n<li>To ensure the effectiveness of the application obligation and reduce the burden on owners, a new system will be introduced where registrars perform address change registration\u00a0ex-officio\u00a0based on information obtained from other public institutions.<\/li>\n\n\n\n<li>For Natural Persons:\n<ul class=\"wp-block-list\">\n<li><strong><em>Starting\u00a0April 21, 2025<\/em><\/strong>, natural persons registered as property owners can provide \"search information,\" including their name, phonetic name (romanized name for foreigners), address, date of birth, and email address, when applying for registration (e.g., preservation or transfer of ownership).<\/li>\n\n\n\n<li>For those who newly become property owners on or after April 21, 2025, providing search information at the time of registration application is generally required. Those who are already registered owners by that date can also provide this information.<\/li>\n\n\n\n<li>Providing search information is deemed \"indispensable\" for addressing uncompleted address change registrations, which are a major cause of owner-unknown land.<\/li>\n\n\n\n<li>The registrar will use the provided search information to inquire with the Basic Resident Register Network System (Juki-Net) to obtain information on changes to the owner's name and address.<\/li>\n\n\n\n<li>Based on the acquired information, the registrar will\u00a0confirm with the registered owner\u00a0about performing the address change registration (this is treated as a \"request\" or \"consent\") and then perform the\u00a0ex-officio change registration\u00a0(non-taxable). This will deem the owner to have fulfilled their application obligation. This ex-officio system starts on\u00a0April 1, 2026.<\/li>\n\n\n\n<li>Even if an owner does not have an email address, they can still provide search information. In such cases, the confirmation for ex-officio registration will be sent by mail to their registered address.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>For Corporations:\n<ul class=\"wp-block-list\">\n<li>For real estate where a\u00a0corporation\u00a0is the registered owner, the\u00a0company\/corporate number\u00a0will be added as a registration item, effective\u00a0April 1, 2024.<\/li>\n\n\n\n<li>Through internal Ministry of Justice system linkage, information on corporations that have changed their name or address will be automatically notified from the commercial\/corporate registration system to the real estate registration system.<\/li>\n\n\n\n<li>Based on this notification, the registrar will perform the\u00a0ex-officio change registration for the corporate owner without confirming their intent, starting on\u00a0April 1, 2026. This will deem the corporation's application obligation as fulfilled.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>System for Adding Supplementary Information to Names\n<ul class=\"wp-block-list\">\n<li>It will be possible to\u00a0add former names\u00a0to the names of registered property owners and to\u00a0add romanized names\u00a0for foreign registered owners, effective\u00a0April 1, 2024.<\/li>\n\n\n\n<li>These additions are treated as supplementary information to the name, not as registration items themselves.<\/li>\n\n\n\n<li>For foreign owners, even if their names are in Kanji, romanized names can be
